Not all followers of Cela care to skirt the boundaries of the law while upholding it. The most dour and serious-minded Celans whose devotion cannot be denied are rewarded with the position of Legate rather than offered ranks in the Lawabiders. Legates often have more formalized arcane-focused backgrounds, and many wizards and sorcerers who would not fit in as Lawabiders serve in this capacity.
To qualify to become a Legate, a character must fulfill all the following criteria.
Alignment: Any lawful.
Skills: Concentration 10 ranks, Knowledge (arcana) 10 ranks, Knowledge (history) 5 ranks, Spellcraft 10 ranks. If the DM deems it appropriate, ranks in Knowledge (local) or Knowledge (nobility and royalty) may be substituted for ranks in Knowledge (history).
Feats: Proficiency with all simple weapons.
Spellcasting: Ability to cast first-level divine spells.
Special: The character must fulfill some great quest that furthers a cause sponsored by Cela - law, liberty, justice, or the preservation of magic. Legates tend not to receive quests that involve simply hunting down lawbreakers; such tasks are normally given to Lawabiders.
The Legate's class skills (and the key ability for each skill) are Bluff (Cha), Climb (Str), Craft (Int), Decipher Script (Int), Diplomacy (Cha), Disable Device (Int), Escape Artist (Dex), Gather Information (Cha), Intimidate (Cha), Jump (Str), Listen (Wis), Move Silently (Dex), Search (Int), Sense Motive (Wis), Spellcraft (Int), Spot (Wis), Swim (Str), Tumble (Dex), and Use Magic Device (Cha).
Skill Points at Each Level: 2 + Int modifier.

All of the following are Class Features of the Legate prestige class.
Weapon and Armor Proficiency: Legates gain no additional armor or weapon proficiencies.
Code of Conduct: A Legate must be of lawful alignment and loses all class abilities and benefits if he ever changes or violates his alignment, or strays from devotion to Cela. Whatever the reason, actual violation of the Law by one entrusted with this duty cannot be atoned for.
Spells per Day/Spells Known: When a new Legate level is gained (aside from first level), the character gains new spells per day (and spells known, if applicable) as if he had also gained a level in one spellcasting class in which he could cast spells before he added the prestige class level. He does not, however, gain any other benefit a character of that class would have gained. If a character had more than one spellcasting class in which he could cast spells before he became a Legate, he must decide to which class he adds each level of Legate for the purpose of determining spells per day.
Familiaris Progressio: Levels of Legate stack with those of other classes to determine familiar abilities and benefits. However, if the Legate does not already have a familiar, he does not gain the ability to summon one - he may only benefit if he has a familiar from another class.
Mens Restans (Ex): Legates are gifted with increased resistance to compulsions, charms, and enchantments. A Legate of 2nd level or higher gains a bonus on saving throws against spells and effects from the school of enchantment equal to his Legate levels.
Amicus Celae (Ex): A Legate with 3 or more class levels can speak with any living creature.
Collobium Amicus (Su): At 5th level, a Legate gains the ability to summon a ceremonial, violet-colored Legate's tunic with elaborate sigils. The tunic unmistakably marks him as a Celan Legate, providing a bonus on Bluff, Diplomacy, and Sense Motive checks against Lawful beings equal to his Legate levels. It is beyond the means of mortals to counterfeit or alter a Legate's collobium, though many have tried over the years. The collobium can only be worn by the Legate himself, and takes up the worn armor slot. Should it be removed from the Legate's possession, it immediately vanishes.
Collobium Mirabile (Su): At 7th level, the Legate's summoned tunic turns bright scarlet in color, and also grants a deflection bonus to AC equal to his class levels.
Collobium Serena (Su): At 9th level, the Legate's summoned tunic radiates daylight in a radius 10' for every Legate level. This ability can be suppressed or resumed as a free action.
Ex Officio: At 10th level, the Legate has attained veteran status. He chooses one of the following benefits, which may not be changed later:
Spell Secret: The Legate permanently attaches any one metamagic feat he knows to any one spell he can cast. Thereafter, he cannot change the feat or the spell chosen. He subsequently always has the option of casting the spell as modified by the feat, without any change in the level of spell slot taken, or any change in casting time due to the spontaneous application of the metamagic feat.
Letters of Fire and Sword: The Legate can change any magic spell he personally casts to deal either magic slashing damage (which may be subject to damage reduction, if applicable) or fire damage, instead of whatever original damage type the spell had. The spell remains otherwise unchanged.
Founder of the Legion: The Legate has amassed followers and materials, and upon reaching 10th level, founds a lawful body of armed troops. Treat this as the Leadership feat, except that the penalties for a familiar are ignored, and the bonuses for having a stronghold and great renown are automatically gained. As long as he always appears in public wearing the Collobium, a Legate may double his Legate levels when applying them to determine Leadership score. He is still bounded by restrictions regarding cohort and follower levels.
