Interpol

Originally, Interpol was simply an organization which facilitated cooperation between various national police organizations in order to better combat international crime - it had no agents nor any power (in and of itself) to arrest or gather evidence. But after the formal creation of the European Union, Interpol expanded to become the intelligence agency for the European superstate in 2015. The various national intelligence agencies were dissolved and their agents and bureaucracies were incorporated into the greater whole of Interpol. As such, Interpol suddenly became one of the largest and most potent intelligence organizations on the planet, matched only by the combined American "alphabet soup" agencies (CIA, FBI, NSA, DIA, NRO, & many others).
In effect, Interpol performs the same duties for the EU as does the CIA, FBI, DIA, DEA, NRO, etc for the USA, save that it is under a single unified organization.

The last paragraph says it all. Take the FBI of today, crimes that cross state lines, counter- terrorism both within and outside of the US, counter-intelligence operations, etc, etc... Now add to the FBI the responsibilites of the Central Intelligence Agency, the Bureau of Alcohol Tobacco & Firearms, the Drug Enforcement Administration, the National Security Agency...
Now, this is the Interpol of this game universe. The real Interpol is rather toothless, but in this one, it is far from impotent...
There are many different divisions within Interpol, dividing responsibility between the divisions, espionage, counter-espionage, organised crime, drugs, etc... Thus, while one might be an agent of Interpol, their responsibilities are whatever they are assigned to - organized crime agents won't be found in espionage against foreign governments, etc...
Interpol possesses its own special operations teams, chiefly for hostage rescue. When more firepower is needed than what a special operations team (or its own agents for that matter) can provide, if all else fails, Interpol calls on the European Defense Force...
