An angle of depression or of elevation to an object is formed by the line of sight and a HORIZONTAL line.
The vertex of the angle is the eye of the person looking at the object.

Linear speed = V

radius = half diameter = 0.6 m
26 revolutions / min = 52pi / min (2pi per revolution)
