Initially SailorVenus was
actually intended to be the center of the Sailormoon plot. But due to
an executive decision by Kodansha and Toei, which involved taking "Media
Mix" strategy to the campaign (airing TV series at the same time the
manga is published) Naoko decided to change the story's direction! Thus
she created Usagi to assume the role of Moon Princess and the focus
of Bishojo Senshi SailorMoon.
And that is how it began...
