Dear Karen Henricson (City of Des Plaines Director of Public Relations) and Debbie Piscola (AT&T Community Relations Manager, Great Lakes Division),
Being a Des Plaines Cable Commissioner, I sometimes watch the Public Access Channel; Channel 35 in Des Plaines. Recently I came across a Public Access TV Program called "Static Experience". The show aired during late night hours (Thursday March 9, 2000 at 11:30pm to midnight) which was an appropriate time slot for this program.

However, my concern is the language used in the show. I do believe in the freedom of speech that can be provided by the Public Access Channels but, I also believe in responsible lanugage (Since the City of Des Plaines can be held liable for the content shown on the channel 35).

Within the time span of the 20 mins I monitored the show, the Host of the show repeatedly said "FUCK", "SHIT", "SUCK MY ASS", as well as a few improper references to the 14 year old female audience watching from home.

I believe that the host or producer of the show signed an agreement promising to striclty adhere to the proper ethical standards not to use foul language or any improper language as defined by the FCC.

I would ask that the producer and host of the show be located and reminded of the terms of usage for the Public Access Channels. I would further ask that AT&T review the said tape for content since it has now aired, and determine whether the taped broadcast can be deemed re-airable.

If AT&T finds this tape to be un-airable, I would ask that the show's producer and or host be given a written warning about the content of the show and a reminder of the agreement he/she signed; as a first time warning; I would also ask for the removal the said program from the air.

Allow me to retort to your letter:

First, yes I do have freedom of speech. I was told by AT&T reps that it was open season, but I would be on late. Are you going to write a letter to HBO or perhaps Showtime telling them their quality of programming is bad too? If so let me know, so I can have a good laugh over it. If you do not like my show, I suggest to simply change the channel. I work very hard at this and if I offend, I am sorry.

Secondly, I was never aware of regulations set by the city of Des Plaines. This was never brought to my attention. I am not doing porn on my show (not yet just kidding). The whole girl thing is just a joke. I even have a disclaimmer at the beginning of my show stating it can be offensive to some. I have done what I can do to make this somewhat protective of people who could be watching. I can't believe you would want to take the show off the air.

I appreciate the fact you saw the show, but I do not appreciate the lies you have made. I did not repeatly use the word fuck. I also do not swear needlessly. The character I portray calls for it. Instead of trying to smash the dreams of a young creative mind, why don't you just change the channel or also not worry about it. You are the only person that has these kind of complaints. If the shows content is too offensive, I am willing to compormise with whoever. However if you think sending me letters that you sent to city hall is going to make me quake in my boots, you are sadly mistaken.
