Opposition shoots holes in Govt defence contract

From ABC Morning News 2 Apr 02

The Federal Government's $1 billion contract to buy 11 Seasprite
helicopters has hit further obstacles.

The Government has paid out $700 million for seven helicopters which
cannot be used because they do not meet specifications.

Now the Opposition has revealed the Government is also committed to a
service contract worth $192 million.

Shadow Defence Minister Chris Evans says all 11 Seasprites were due for
delivery in August last year.

"So in addition to paying up front for helicopters they haven't actually
been able to deliver, we're actually paying them a support contract of
$31 million already for maintenance of those helicopters," Mr Evans
said.

Mr Evans says the Government has been negligent.

"It seems that the nature of the contract defence has entered into is
that we pay the money up front even though the contractor doesn't meet
their obligations," he said.

"And there's some question mark about the contractors' ability to meet
their contract, but on the best case scenario, we're going to be at
least three or four years late before we get what we've already paid
for."

A spokeswoman for Defence Minister Robert Hill says the service
contracts are needed to provide mechanical and technical support.

She says the government has ordered a new payment schedule.
