Super Ghost Kamikaze Attack
You power up and do the super ghost kamikaze attack. A ghostly form of yourself comes out and charges at Cell. Cell has never encounted this attack before and he just stays standing stiff cause he's scared of ghosts. The ghost gives him a kick in the jewels and explodes killing Cell and leaving no trace of him, not even a single cell so Cell can not regenerate himself.
