Lt. Fuzz is one of the more notorious people in camp swampy. He's famous, but not in a good way. He's under 30 and he's a Lutenent! He's been reading and kissing up to his position in life. He'd also be the type of person who would look rules up just to follow them and to tell on people who don't. He's such a teacher's pet that everyone else resents him for it. To top the package, he's even equipped with an annoying voice that gets more shrill as he becomes more and more upset.
