They must be good in diplomacy. The high council head is the ruling official in the high council. ANY clan member can vote for political positions, except for the leader, which doesn’t change. The Labor Overseer, keeps track of the intake from all the member’s jobs, they make sure you are meeting atlas minimal requirements for your level, being the Labor Overseer doesn’t omit you from your job.
