NCTV's program policies protect free speech

  On behalf of Naperville Community Television, I am responding to the letter to the editor written by Professor Kanan Rosenstein on April 29.

  First, Professor Rosenstein incorrectly assumes that NCTV is in any way a "willing partner" with Kevin Clark's "From Palatine to Palestine" program. Every NCTV program (including Mr. Clark's) begins with a disclaimer which clearly states that the content and opinions expressed within a program are those solely of the producer, and not anyone from NCTV's board or staff.

  Second, airing the program is consistent with the policy of NCTV. NCTV is a public access television station. Both the mission statement and bylaws of NCTV promote and protect the exercise of free speech within the limitations of the First Amendment. This means NCTV will air a program like Mr. Clark's, but would never air a program which may incite a clear and present danger to others (like one which "supports the bombing of churches," as Professor Rosenstein suggests.)

  For better and for worse, both the First Amendment and NCTV's policy allow people the opportunity to speak their mind. Like the First Amendment, NCTV's policy leaves loopholes available to those who wish to promote hate (such as subtle anti-Semitism) or tell one-sided tales based on half-truths. When such a program airs, it is encouraged that those who feel wronged produce a program of their own that rebuts the opinions of the original program or fill in the gaps that were conspicuously left open.

  Sometimes such a rebuttal is not necessary because the original program contains so many glaring errors and illogical conclusions that the average NCTV viewer can easily see the defects in the program itself without the assistance of a rebutting program.

  If Professor Rosenstein or anyone would like to discuss this issue further with the board, they are invited to attend one of our monthly board meetings, held on the third Wednesday of each month at the municipal center.
