This episode starts out with GIR watching a movie, and the phone ringing. GIR answers the phone, and a guy tells him that it's been four weeks since he's rented Intestines of War, and it's 20 days overdue. GIR asked who it was and just hung up. The movies is over, and GIR is rewinding it. Zim appears in the doorway from the kitchen, and, mocking GIR, says "I'm gonna watch it again." Sure enough, GIR says that he's going to watch it again. Zim tells GIR that it's been the hundreth time, and that he needs to stop watching it, when he is caught off track by the FBI warning on the beginning of the tape. Zim asked who the FBI was and what they were trying to warn him about. GIR tells him to shh!, and Zim goes running to his lab. The phone rings again and the same guy tells him to return the movie, but GIR asked if he's got any toquitos and hangs up.
In his lab, Zim is trying to find information on the FBI. The computer tells him that it is a government law enforcement agency, and Zim tells him to continue, but the computer says insufficient data. Zim tells it to make an educated guess, he says it was founded in 1492 by demons, the FBI is a crack law enforcment agency designed to fight aliens. Zim says that it is so bad.
Back upstairs, GIR is eating Poop-corn, and Zim tells him that the movie is some kind of government spying tool, and he wants him to eat it. The phone rings and Zim disquises his voice, and answers it. The guy tells him that he better return the video, or else, and that's his final warning. Zim tells him that he doesn't know what he's talking about, he's normal, and the guy says that if the movie ain't in the drop box by the time they open tomarrow, he's going to pay... late fees. Zim tells GIR that that was them, and they have to return the video right away, GIR goes crazy and says that he's still watching, and he's got to see the end of it, and he needs it, and starts crying. GIR runs around screaming and crying as Zim walks out, and then falls asleep right away.
Zim goes to the mall, and finds that they locked down the fortress... with locks. Zim uses his backpack to make a laser hole and finally gets inside. Meanwhile, the whole mall is being watched by a lone security guard by cameras. The camera gets a hold of Zim while he is looking on the map for the Video Ouhouse, when the Sergant Slab comes onto the microphone and tells him that the mall is closed and his is in violation of blah blah... Zim tells him that he violates nothing, and he's come to return his video disc and there's nothing he or his precious FBI can do to stop him, but Sergant Slab tells him that he is dealing with something worse than the FBI, he's dealing with mall security. Zim thinks that it's just security, he worried for nothing. Lights turn on and Zim starts running. He stops when he sees the Video Outhouse, and starts to run for it again, when a bank sign nearly crushes him, and lasers guard almost every store. Zim starts running from lasers coming out from everywhere, and uses he spider legs to run faster, but those are blown off by more lasers. Zim stops as the lasers are finally done, but it is too quiet. He starts to run again, but hooks come out of mascots and they capture Zim, making him drop his disc, having Sergant Slab come and pick it up. He asks Zim if he understands the concept of business hours, and tells him they have rules for a reason, and without them there will be chaos, and he doesn't even wanna think about chaos. Zim asks him if he could just drop the disc off in the slot behind him and let him go off with a warning, but Sergant Slab takes the disc as evidence, and drops Zim into a pit thingy.
Zim falls into a pit where there are people just standing around. One of the kids freaks out that it's an alien, but Zim hurries and puts on his disquise. One of the guys asked if Sergant Slab got him too, and that he is in the club of DOOM! The guy says that they've all got their reasons for being there, such as loitering, shop-lifting, singing, and sleeping on the job. The guy says every few days he takes someone away, and they never come back. Some say he just lets them go, but this guy thinks he turns them into zombie soldiers and take them to the new zombie lab they just put in out back. Zim asked if anyone has ever escaped, and the guy said that the only person to ever escape never made it out. Zim tells them that they can escape, if they just believe they can, but he is really tricking them into making a human ladder so he can escape from the hole in the ceiling. Zim gets out, and the people realized they have been tricked.
Zim gets to the mall, and distracts the pig grappler thingy into making a bridge for him so he can get to the security thing. Sergant Slab is talking to himself when Zim steals the movie out from under his nose. Zim has escaped from there before Sergant Slab notices, and also breaks the power down from the lasers. Zim is running to put the movie into the drop box, when Sergant Slab calls for the zombies. they come out from everywhere, trashcans and other shops, but they are too stupid to catch Zim, they just fall over each other, so Zim walks in and puts the movie into the drop box. Sergent Slab comes up to him and tells him that he has realized that he's been defeated and he now has Zim's admiration. He tells him that they should join forces, and together, they can rule the mall, but Zim refuses and walks out.
