Sweeney's Rules of Elysium

These rules have one purpose and one purpose only -- to make Elysium a place where everyone can feel safe. I am not the Sheriff. I'm not going to be looking over your shoulder every minute you are in Elysium. All I want is to set down a simple code of conduct that we can all agree on and abide by.

The Big Rules

No Physical Violence

This is the easiest and most obvious rule. No physical violence. Period. I don't care what she said, I don't care who killed who, there is no reason to fight it out in Elysium.

No Using Disciplines on One Another

Please refrain from using your supernatural powers on one another. As fun as Entrancing or Dominating another Kindred might be, you'll have to do it somewhere else. Dominate, Presence, Telepathy, Dementation, and all other uses of disciplines on another vampire are not acceptable.

Passive uses of Disciplines are acceptable in certain cases. For example, if a Nosferatu wishes to hide his true appearance behind Mask of 1000 Faces I will not complain. However, using Mask to pretend to be the Sheriff is out of line. The difference? One is for you, the other is to deceive others.

Sometimes, of course, there are gray areas. In those cases please use your common sense, if you possess any.

Minor Rules

Code of Conduct

All I ask is that you be reasonably civil. Don't go around screaming at the top of your lungs, don't break anything, don't damage any of the artwork, and you'll do fine. Hopefully all of us can remember the rules of polite society.

On Weapons

Many times I am asked if it is OK to bring weapons into Elysium. Honestly, I don't care what you carry around with you as long as you don't use it in my establishment. If you don't feel safe without your assault rifle then by all means, clutch it close to you. Of course, I ask that you remember that the Elysium is inside a casino, and I will not help you bring any weapons through the mortal sections of the Nightingale on your way here. So only bring it if you can hide it from mortal eyes.

There may be certain exceptions to this general rule. If you have caused trouble here before, or if you've been making threats, I may have to ask you to check your weapons at the door. My assistants will make sure nothing happens to them and return them to you the moment you leave.

If you are attacked

If you are attacked in the Elysium, if at all possible, retreat. Fighting back will only prolong the situation and make it harder for the Sheriff and I to sort out who is the responsible party.

Of course, there may be situations where retreat is not an option. Well, I'm not asking you to die over the rules. By all means, defend yourself -- but make sure that there's not another option first.

If a Discipline is used on you

Don't retaliate! The proper thing to do is to find me or an Assistant Keeper and report the problem. One of us will always be around, and we will deal with the troublemaker.

Punishments

Much as I regret it, sooner or later the rules will be broken. So what happens to miscreants? Any serious infraction will have to be taken to the Prince or the Sheriff. Minor ones, though, I will deal with myself, and here is how.

Ban

A troublemaker may be banned from Elysium. In almost all cases this will only be for a short time. Examples:

SET TIME LIMIT -- Someone might be barred from entering my establishment for, say, two weeks, and then be allowed to return as normal.

UNTIL... -- Someone might be banned until they do something I name. For example, "you may not return to Elysium until you apologize to that Brujah for Entrancing him."

Status

Stripping status from those who misbehave is the Keeper's power. As this is pretty harsh, I'll probably reserve it for those who do something really bad, like physically attacking someone or endagering the Masquerade near my establishment.

At the Keeper's Discretion

The words to remember are "at the Keeper's discretion." All punishment and potential rules violations will be decided upon by me. I'll use common sense when applying these rules and try to make them as fair as possible. At this point neither age, nor clan, nor lineage impresses me. On your part, all I ask is that you try to abide by the spirit of the rules. If you do so, we shouldn't have any problems.
