Little is know of Carter's mortal life and early unlife. He appeared about 250 years ago in Europe and has worked his way up from deputy to Sheriff in a half dozen cities in both Europe and North America. He appears to break from the stereotypical image that the other clans have of the Tremere. He is firmly dedicated to doing the best job he can and has never been involved in any scandels of note. He is very intelligent and a skilled investigator but don't let this fool you, he has been trained extensively in a variety of combat-oriented skills and disciplines which makes him an extremely deadly opponent.
