1. Check dialer settings.
   
   
2. Is the user on a network? If not, check the network control panel and perhaps reinstall the components.
   
   
3. If the user is on a network have them contact their sysadmin and make sure that their network is configured to dial out. This is most likely a NetBIOS error.
