in three steps

Step 1. First, type out your lettering. This works best if you use a thick font such as Franklin Gothic, used here. Make sure your lettering is on a new layer.

Step 2. Select the text by holding ctrl and clicking the text layer in the layer pallet. Go to Select: Modify: Contract. Contract by 1 pixel. (or 2 or 3 depending on the size of the text.) Then go to Select: Feather. Feather 1 pixel. Now, go to the gradient tool. Right here I'm using black and white, but you can use any dark color with a light color. Drag the tool from top to bottom so that the black is on the bottom. (If it's upside down, then just drag the tool from bottom to top)

Step 3. Go to Select: Modify: Contract and contract the selection by 1 pixel again. Use the gradient tool again, and this time switch the black to the top. Now deselect and you've got your basic chrome lettering.

The next step is optional, but if you want to get some neat variations, go to Image: Adjust: Curves and give it a nice shine.
