Personally, I feel that getting Webmail that does not offer either forwarding or POP/IMAP is limiting your options. These features allow you to collect all your e-mail in one place.

For reference, HotMail "has a size limit of about 2 megabytes (MB)" and does not offer forwarding or pop/imap. However, if you are using Outlook or Outlook Express 5.0 or later then you can use Hotmail's HTTP server. To the best of my knowledge, no other e-mail client supports this protocol.

POP/IMAP mail has two parts, incoming (POP or IMAP) and outgoing (SMTP). If the mail provider does not offer SMTP, then you must send mail using your Internet Service Provider SMTP server.

HotPOP My only objection to this service is that the server appears to be confused if you choose to leave mail on the server
Otherwise it is a decent service with a large 10MB mailbox, but no webmail.
NewMail.net Webmail deletes all mail off the server. This makes it impossible to retreive the mail later via pop.
New sign-ups are not available at this time, so the point is moot.
