I'm going to be very blunt - Dragon decks are hard to use. It has nothing to do with format, it all has to do with support. Dragons have virtually NO decent support. Their strengths lie in high level monsters. However, they have no type specific recursion to take advantage of those high level monsters, and they also have no support in low level monsters either. The best low level Dragons are Mirage Dragon and Twin-Headed Behemoth. That's...kinda sad.
However...if you want to go into type specific Dragons, then you're in luck! BEWD, REBD, Horus, Armed, Dragon Fusion...take your pick. Generic dragon is a LOT harder to build and use. You can check out my article on obeliskblue.org...it will be under the Deck Garage category, and it probably won't be up for another week or two (after this post), but I'd keep checking back to read it. It should discuss the weaknesses of this decktype in depth.
Here, I'm just going to go over the basics of this deck. It is built like a Soul Control, minus the Control and the Soul. Snatch Steal and Brain Control will allow you to steal your opponent's monsters to tribute, while your monsters consist of Gravekeeper's Spies and Spirit Reapers to have things on your field at all times.
Otherwise, you'll be looking to your tribute monsters for power. Horus LV6 has a great protection effect, as your opponent cannot use Snatch Steal on it. Kaiser Glider is also very nice - the bounce ability is loads of fun, and it can also suicide (safely, may I add) with Mobius, Zaborg, or Jinzo, the three most common tribute monsters out there. Tyrant Dragon has a nice effect, but it's double tribute hurts. Mirage Dragon allows all three of these monsters to attack safely.
