
Chaos decks use the effects of Chaos Emperor Dragon - Envoy of the End(CED) and Black Luster Soldier - Messenger of the Beginning(BLS) to wreak havoc for the opponent. They are debatably the best decks in the game right now; but they cost a lot of money to make.
Below is the example of a cookie cutter deck; if you go to extremely competitive tournaments, most of the decks there will be this exact deck, or this type of deck with very minor differences. Why is it so popular? Because as I said above, it's quite possibly the most powerful deck in the game right now.
Control means that you are in control of the field; you limit the opponent's options with what they can do through hand depletion(Don Zaloog, Spirit Reaper, Delinquent Duo, Confiscation, Forceful Sentry, D Designator) and use your other cards to clear the field. The best decks, with a good hand, can get rid of an opponent's hand in 2-4 turns.
Yata-Garasu is key to these decks; as long as they have no field, you can summon Yata and they won't be able to draw. This is known as a "Yata Lock;" removing your opponent's hand and field and then not allowing them to draw. Once they can't draw, the game is basically over for them.
One of the simplest forms of Yata-Lock comes from CED. Have a Witch or Sangan on the field from the turn before, Special Summon CED, use it's effect, then take Yata from your deck. Summon Yata, attack, and the opponent is Yata-Locked. Game Over.
Control is hard to build and unless you know what you're doing, hard to use as well. You have to either get the Chaos monsters out or Yata-Lock them. These decks are VERY effective even without the Yata aspect. The Chaos monsters are so strong(3000/2500 for each of them) that you can use them to attack and beat the opponent down. BLS becomes crucial, since he can attack twice as long as he destroys a monster first.
I'm making this deck first because it's the most powerful. However, it's not unbeatable. Kycoo the Ghost Destroyer, Necrovalley, Skill Drain, Jowgen the Spiritualist...all of these make the Chaos monsters useless. You just have to make sure to protect them while they're on the field.
