DCOC - Fleet Retreats to attacked province

The DCOC meeting of September 2005 resulted in a rare case of a fleet retreating to province it had (attempted) attacked. To explain what happened I have included the orders and a map, along with an explanation of the actions

The Orders Map

DCOC Sept 2005 - Fleet Retreats to attacked province - Orders Orders were: [T] A(Ank) supports F(Smy) - Con [Successful] [T] F(Smy) - Con [Successful] [R] F(Con) - Bul [FAILED - No coast specified / DISLODGED to Bul/ec]

Explanation

The Russian fleet failed to move because there was no coast specified on the move order. The combined Ank & Smy attack dislodged the Russian unit from Con. Because the Russian fleet failed to nominate a coast, it technically has not attacked the province (Bulgaria). In the retreat phase, Bulgaria is a still valid option, providing the coast is now entered. It became the valid retreat.
