If this happens you chould build an Industral Complex in Manchuria... and buy a transport if you want but I usually save the 10 ICPs. Ok first Pearl Harbour .. I found that this diverts planes and some resources from the US. Use the Phillipeans fighter, carrier, fighter on carrier, one Battleship in Caroline Islands, and the sub. Then load the Japan transport and send over one man to Manchuria and one to the Soviet Far-East(Siberian Peninsula) to defend your new IC and help Germany out buy taking out one infantry from Russia's production. After that attack China with the bomber from Japan, the fighter from French-Indo and the fighter in Manchuria, and the men in French-Indo and the two men in the adjacent territory. After this land the fighters back into the territories in which they came from.... with Manchuria in mind first if you have one. Land the bomber in Manchuria. Place your IC in Manchuria now.
2: If Russian attacks Manchuria
Do all the above but use the battleship to on-shore and send 2 infantry from Japan and the two from Phillipeanes. Send the Japanese fighter if you need it.
