A ballot with the following topics will be published in the September issue of the "Rostrum". The results of the balloting will determine the 1999 Lincoln Douglas topics:
1st: Nationals
Here are the possible resolutions:
1. Capitalism is superior to socialism as a means of achieving economic justice.
2. Human genetic engineering is morally justified.
3. The use of economic sanctions to acnieve U.S. foreign policy goals is moral.
4. Government limitations on political campaign spending are antithetical to democratic ideals.
5. The right of an indivusual to emigrate ought to be valued above a nation's right to limit immigration.
