Energy uses 3 tables: The Primary Powers Table, The Secondary Powers Table and the Tertiary Table. If a character has one or more primary power, use the primary powers table. If the character has three or more secondary powers, also use the primary powers table. If the character has two or less secondary powers, use the secondary powers table.
