TO WHOM IT MAY CONCERN
CONDITIONS AT STEPHENS COUNTY JAIL
List of Grievances

June 24, 2004

I am writing to report some concerns regarding Stephens County Jail.

A)  No dairy products are given to inmates whatsoever.
B)  No fruit or fruit juice given during meals.
C)  No windows in facility.  No vitamin D.
D)  No supplements given to counteract this neglect [of diet].
E)  Long term inmates suffer from rotting fingernails and toenails and kidney infections due to these vitamin deficiencies.
F)  Inmate who was in a wreck and bloody was thrown in cell while other inmates were told to clean him up".  Days later it was found out that this inmate has the AIDS virus.
G)  Meds are not being given.
H)  Basic medical needs are not being met!
I)  Food donations have run out and inmates are at half portions.
J)  I'm very concerned about medication and food.
K) Cells in the old jail were full of lice and crabs.  It looked like they were never cleaned.
L)  17 women in a 6 man cell.  Toilet broken, sewage running on the floor where we were sleeping.  It was 4 days before it was fixed.
M)  When inmates are taken for medical care, they see a nurse at the County Health Clinic.  They never see a doctor.
N)  Black mold growing in Jail.  Everyone in those cells are getting sick.
O)  Only given 1 roll of toilet paper for 2 to 3 inmates per week.
P)  People are locked down in 2 man cells 24-7.  No exercise is allowed.

ADDED CONCERNS brought to our attention by other inmates, families and friends:

1.  No medical attention or medication given at times needed, or not given at all.  On the male side for sure.
2.  Threats by jailers to inmates telling on them.
3.  Jail's administrators (LTCI) took the bills, turned off the lights and told them he was the "nearest thing to God" because it was his jail.

We hope that this can be looked into and investigated soon.  Thank you.
Signed by 47 residents.
