Mechworks is the absolute best Mech editor I have found. The record sheets it prints are almost exactly like the real Mech sheets. My only gripe is that it doesn't have the new weapons from Maximum Tech and Master Rules.
This program will work on any computer running Windows 3.x and Windows 9x. The file is only around 88 kb. You should also download the Mechs from the tech readouts (around 50kb). Just unzip the files into the same directory.
