Issued mainly to semi trailers owned by large companies, but I have also seen these on privately owned 5th wheel setups. Of course, I saw one of these on a car in downtown Sarasota one time, too:-) (NO JOKE!!) Also, the plate isn't really "permanent", that only means that it is used until the trailer is sold or destroyed.
