Biography:

Throughout his life, Mike Haggar wanted nothing more than to make a difference in the world. As the only child in a middle-class family, Haggar grew up straight and true, though his parents could do little to shield him from the harshness of the world. His father, an officer with the Metro City Police Department, dealt with the criminal element almost every day, and would sometimes share with his son the stories of his patrols, if there was a lesson to be gained from it. A remarkably astute child, Haggar soaked it all in, but it wasn’t until much later in his life that he put those lessons to good use.

In school, Haggar was an exceptional student, consistently making the honor roll through junior high and high school. As gifted in athletics as he was in academics, Haggar participated in a number of sports during his scholastic career, including football and track. It wasn’t until he tried out for the wrestling team, however, that Haggar truly found his niche. Astounding the coaches with his nearly instinctive grasp of the sport, Haggar swiftly rose to the top of his weight class. By the end of the year, he had become a force to be reckoned with, fairly dominating the heavyweight division.

But even as his reputation on the mat grew, Haggar’s grades never wavered. He graduated high school at the top of his class, and was immediately offered a wrestling scholarship at Metro City University. Majoring in Political Science, Haggar attended MCU and continued wrestling on the college level, once again becoming the top wrestler in his division. A longtime fan of pro wrestling, Haggar had intended to join the professional circuit, but not before obtaining that which his parents had stressed would be vital to his future: A college diploma.

Fresh out of college, Haggar signed on as an independent wrestler in upstate New York. Though his impressive physique labeled him as more of a brawler--and while he had no qualms about using his bare fists in the squared circle--his technical wrestling skills were not to be overlooked. It was during his time in the indies that Haggar met his wife, Susan, who in turn gave birth to their daughter and only child, Jessica.

In time, Haggar attracted the attention of the Capcom Wrestling Association (CWA), a premier wrestling organization based out of New York City. After signing a lucrative contract with the CWA, Haggar exploded onto the international scene, debuting two moves which would come to be known as his signatures: The Spinning Clothesline and the Piledriver.

Haggar’s professional wrestling career continued for years afterward, until a controversial debacle brought about the downfall of the CWA. While it seemed as if the door on his wrestling career had been permanently barred, another door quickly presented itself to Haggar, the type of which he had been waiting for all of his life. Metro City was preparing to elect a new mayor.

Having accumulated a substantial amount of money from all his years of wrestling, Haggar threw his name into the ballot, diving headfirst into the world of politics with the same no-nonsense attitude which had made him so popular in the world of wrestling. The voters immediately took a liking to Haggar, who told them exactly what they wanted to hear by swearing to crack down on the crime element running rampant on Metro City’s streets. It was there that Haggar thought he could make the biggest impact, by helping restore peace to the place of his birth.

When the final votes were tallied, the result was indisputable. Haggar won the election by an overwhelming margin, and immediately began setting his plans for the city in motion. He reformed and expanded the Metro City Police Department, hiring more officers to maintain order on the streets while using his own money to fund the expansion of the Metro City Jail, anticipating that the jail would be filled to capacity long before all the criminals could be rounded up.

Unbeknownst to him at the time, the previous mayor had secretly been on the payroll of Mad Gear, one of Metro City’s largest and most notorious street gangs. Though Haggar did his best to clean up the streets by throwing a considerable number of gang members behind bars, Mad Gear’s influence within the city ran very deep, and it was only a matter of time before the gang started offering bribes to various city officials, not the least of which was Haggar himself. Unstirred, the newly elected mayor ignored the bribes and pressed down harder on Mad Gear, more determined than ever to drive them from the city.

A few weeks later, Haggar returned home after a long day at the office to find his wife, Susan sprawled out on the floor, having died from what the authorities deemed to be ‘mysterious circumstances’. Though the police were at a loss to sort out exactly what had happened to Susan, Haggar himself had little doubt. Mad Gear had just struck a very personal blow in their crusade against him.

Although deeply wounded by the loss of his wife, Haggar redoubled the pressure on Mad Gear, relentlessly searching for the proof he needed to bring the gang to justice. In response, Haggar began to receive anonymous phone calls demanding that he resign from office, ‘or face the consequences’. Never one to respond favorably to threats, the phone calls merely offered Haggar more incentive to see his initial plan through.

Another month would pass before Mad Gear struck again, this time targeting Haggar’s nineteen-year-old daughter, Jessica. As Haggar sat in his office pouring over some documents, he answered a phone call from one of Mad Gear’s leaders who relayed to him the horrifying news: Jessica had been kidnapped, and unless Haggar agreed to let the gang have their way, he would never see her alive again!

For the first time since he was sworn into office, Haggar began to consider his options. Jessica was all the family he had left; to lose her would be worse than death itself! But if he conceded to the Mad Gear’s demands, would the gang truly keep up its end of the bargain and release her unharmed? No, Haggar decided. The unscrupulous thugs had pushed him this far, it would be a very simple matter for them to kill Jessica to ensure their dominance. Notifying the police would also do little good, as any substantial gathering of law enforcement might very well prompt Mad Gear to follow through with their fiendish intentions.

Left with only one recourse, Haggar went to the only two people he knew he could trust in a crisis situation: Cody and Guy, two tough-as-nails fighters who could hold their own against any man in a fight. With his friends in tow, Haggar took to the streets and let his fists do the talking, mowing down the Mad Gear in every section of the city from the slums to the bay area. The gang’s trail eventually led the trio uptown, where they confronted Mad Gear’s reputed kingpin, Adolus Belger. After a brief skirmish, Cody landed a devastating uppercut which sent the allegedly-disabled Belger plummeting sixty stories to his death through a shattered penthouse window.

A few days after the debacle, Haggar stepped down as mayor of Metro City, no longer willing to put his daughter at risk. By that time, the CWA had been reborn under new ownership, and had already extended an offer for Haggar to return. Retaining Jessica as his personal manager, Haggar returned to the CWA in search of the one title that had eluded him. Following a brutal bout with the mysterious Scorpion, Haggar captured the CWA World Title, and has since proudly defended the title against all challengers.

Known as “The Uncivil Servant”, Mike Haggar pulls no punches in his quest to uphold justice.
