Now this should show and then you keep hitting recruit until your maximum of 350 a day and then you go to community then recruiter in 24 hrs and do some more you only get 250 citizens a day and not all at once it will come through the 24 hrs.

And click recruit to keep going, u do give to other people but other people when they do it they give to you so don’t fret
