At any beach in Southern California, there are many rules established for patron safety and animal protection. These are listed below with several of the most common non-stated rules for all of the beaches.

All of the beaches below the high tide line except for St. Malo and a few other nameless ones in Oceanside are public domain.
At all beaches other than Black's Beach, clothing must be worn at all times.
When entering the water, watch for creatures such as sharks, jellyfish and stingrays. Stingrays which love to sit just under the waves, can be avoided by shuffling the sand as you walk into the water. They get scared by movement and swim away if the sand is disturbed. Jellyfish swim in schools--Conclusion: If there is one, there are more!
Wear sunscreen. Reapply every 3-4 hours and after swimming.

Regulations

No glass is allowed on the beach.
Except for Del Mar Beaches, no pet's allowed 9am-6pm.
Alcohol is permissible on the beach for adults over 21 from noon to 8pm as long as it is not in glass container. Alcohol is not to be consumed in the parking areas or adjacent streets, nor is it to be consumed at La Jolla Shores or any surrounding areas including Kellog Park, Marine Street Beach, the Clam in La Jolla or Santa Clara Point in Mission Bay Park. Violations are subject to $780 in fines for each person involved.
Fires are to be contained to fire rings only. Fire seasons are September through May.
Use of a recreational vehicle (surfboard, boat, umbrella, etc.)or device, or any other behavior which endangers others, is strictly prohibited.
Firearms are prohibited.
Jumping from cliffs or heights higher than five feet into the Pacific Ocean is prohibited.
On Mission Beach/Pacific Beach Boardwalks, the maximum speed limit is 8 mph.
It is a misdemeanor to fail to follow lawful order of a lifeguard or to provide false information to a lifeguard.
Any person who intentionally injures a lifeguard in the State of California may be convicted of felony battery.
