This can be very challenging. Basically you scout new members and send them invites to join. We have an invite option on front page of guild. Click on it and type in the name of whom you want to join. Make sure you follow up if they join.  They must post a message stating who invited them to the guild.  After 7 days with the guild, you will receive three guild participation points.
