Charter of the Universal Peace Alliance
PREAMBLE

This and many other reasons has brought people
together. People with the same ideas and dreams. A dream of peace, security,
freedom, justice, equality,... That is why the “Universal Peace Alliance”
arose...
CHAPTER I
PURPOSES AND PRINCIPLES
Article
1: Purposes
1.
The main goal is to achieve and maintain universal peace and security.
2.
We must develop universal friendly relations towards other nations and
co-operate to solve problems of any kind without any form of discrimination.
3.
The imitation of the mini-figrights is necessary.
Article
2: Principles
The purposes will be persued by following
principles:
1.
The alliance is based on equality of all members.
2.
All members shall persue the “purposes” in an active way.
3.
Universal disputes should be settled in peaceful ways to garantuee
universal peace and security.
4.
An attack of an outsider on one of the member is equal
to an attack on all members.
5.
All members give assistance to the alliance, when they
are capable for it to protect the values of the alliance when those are in
danger.
6.
The allies try to spread the word to others so our
alliance can grow
for the better of everyone.
CHAPTER II
MEMBERSHIP AND TERMINATION
Article
3: Membership
1.
Everyone who ows an empire and agrees with the statements of this charter
can join the alliance.
2.
A new member needs approval of the others.
Article 4:
Termination
1.
A member can be expelled when he violates when one or more of the
statements and when he is condemned by the other allies.
2.
Everyone is free to leave this alliance whenever they want without
explaining the others.
CHAPTER III
THE GENERAL COMMISSION
Article 5: Main
1.
Every member of the alliance sits in this Commission.
2.
The Commission discusses on topics of all kind
concerning universal politics, military, health, medicine, sharing information,
research, technology, culture, education, assistance, accommodation, voting of
new statements, ... (forthchcoming)
3.
Specific topics are discussed by the separate
Councils; Warfare Council, Economic and Social Council and Council of Justice.
Later they are discussed by the General Commission.
4.
Everyone is free to introduce new proposals or topics.
5.
The meetings will take place at a neutral place at a
round table.
6.
Every member has right on one representive in
the Commission.
7.
The Commission is presided by a member. The president
changes every month.
8.
Conceptions of the REAL life should not affect this
Commission or alliance.
9.
The language for communication is english.
Article 6: Voting
1.
Every member has right on one vote.
2.
Everone’s vote is equal.
3.
Every member has the right to refrain from a voting.
4.
If 51% of the voting members agrees, then the opinion
of the majority is accepted.
5.
A voting needs to be complete after a month since it was opened.
CHAPTER IV
UNIVERSAL AGREEMENTS
Article 7:
Universal Agreements
1.
The use of massive destruction weapons
is not allowed unless there is no other
solution and it it discussed and approved by the General Commission.
2.
When we talk about the value of something prices
should be expressed in Euro and US Dollar.
3.
Each member of this alliance has to respect the
minifig rights.
4. The expression of quantities such as people/vehicles or
the value of something should be expressed in real or fictive numbers. It is
neccessairy that you indicate if your numbers are REAL or FICTIVE.
5.
A member should not shove forward his own nation to
improve it.
6.
All members should reckon the presence of all other
members and not ignore them.
7.
Display of power is not appriciated by this alliance.
8.
In times of war, the General Commission can decide to
send an universal peaceforce.
9.
If a member wants to establish treaties with other
factions, he has the inform the others but it is free to do so with approval of
the General Commission. Though, this Commission can by a vote forbid certain
treaties with others.
10.
Information of
anykind that concerns this alliance should be announced. Sharing of information
advances every member.
11.
No one will
spread false information about any of the allies.
12.
This Charter
undos all previous treaties.
13.
An ally
can’t attack someone else without a good reason and without discussion it with
the others.
14.
The UPA uses GMT for expression of time.
CHAPTER V
VARIOUS
Article 8:
Replenishments
1.
If you agrees with all the statements it means as well
that you agree with all other treaties that are combined with this charter.
2.
This charter can be modified or supplied when it is
discussed by the General Commission and approved by the voting-rules.
CHAPTER VI
CONCLUSION
Article 9:
Conclusion
The observance of all mentioned
statements should lead to a stabile and secure universe of toys where everyone
is free to go and is able to develop all
his possibilities. In this way everyone can contribute to a world of peace,
freedom, justice, equality,...
