For high speed digital design the more via's you use the better as the idea is
to make a low inductance connection to the plane. This is important for GND
planes as you can get ground bounce problems if it is not well decoupled. Each
via has a length which has an inductance so many small vias actually reduce the
inductance by having the connections in parallel.
