What gives the Parent Body the right to expel members without hearing the judgment of the bar of convention as directed by the constitution?
Since when does the Parent Body consist of only Senghor and those he has recommended to appointments? Is it not strange that most of the recent appointments made to the Parent Body are to persons from Senghor’s Division? What has happened to the President-General’s mandate to recruit a thousand new members? Instead of meeting this call, the Parent Body has instead done the complete opposite by expelling valuable members and trying to destroy the 2 fastest growing divisions! What happened to Division #330 after hosting the 2004 convention? Why was the division hijacked and dismantled and why did the officers file charges against Senghor and the PG? The convention has a right to hear their case before the Bar of Convention! The Parent Body has failed to act as a parent and has been negligent in carrying out the directives of the convention and addressing the concerns and issues brought to their attention by the Divisions. Their unconstitutional actions threaten to destroy the great association! Executive Council - Composition and Misrepresentation 
Recently, mass expulsion of members and Div. officers and several other critical decisions have been executed by about 3 members of the Executive Council rather than the Executive Council body itself. The Executive Council is not acting as a cohesive body and many decisions are being made by a few officers who coerce and manipulate the council to serve personal agendas. These sporadic disharmonious acts and decisions bring serious questions and doubts concerning the efficiency, structure and composition of the Executive Council. If only 3 members of the Executive Council are running the affairs of that body it nullifies the relevance or function of the Executive Council which might as well be dissolved. The few members of the Executive Council, who have misrepresented the Executive Council, have acted unlawfully and unconstitutionally by making decision in the name of the Executive Council but without a collective consensus and full participation of the entire membership of that body. This is a clear violation of Constitutional composition of the Executive Council as stated in Article X, Page 30 of the Constitution. The individuals should be charged for crimes of misrepresenting the Executive Council as well as Constitutional violations.
Destruction of Membership Base/ Failure to Recruit 1000 New Members Through callous massive expulsions the Parent body has destroyed the association's membership base firstly by eliminating some very central and active members who were responsible for the organization’s recent growth. Secondly, the act of attacking model members only serves as a deterent to paralyze the remaining members, destroying the hope, trust and faith in an organization which maliciously “burns at the stake” its finest and most productive members. Why was the New York division website attacked after some of its key members were expelled unconstitutionally by the Parent Body even though it had been inactive at the time? The Parent Body seems bent on erasing any trace of those members who did not vote in their favor or who dare to advocate for the laws of our constitution. Why was New York’s charter, one of the oldest, revoked because its members chose to speak out against the unconstitutional acts of the Parent Body? Was it because its members were unsusceptible to the harassment and attacks of the Parent Body designed to destabilize and split the division, as had been done to Division 330? Why did the Parent Body fail to heed the request of the Jamaica Division made to the convention to support them in their efforts to build the division there? Instead the PB has only chosen to contact the division to let them know that their delegate was expelled and to question his credentials as their delegate even after the division had confirmed it. Is it because this delegate too did not vote in their favor? This is unconstitutional! Why has the Parent Body issued a new charter to Jamaica without even the courtesy of contacting the 10yr chartered division there that had been organizing all over the island? Why is the Parent Body expelling members who have taken the initiative to do the work that they have been negligent in doing? Since the elections at Convention in 2004, all the members who supported the 1st APG’s candidacy have been the target of intense scrutiny and harassment by the Parent Body! Why are they being expelled for exercising their constitutional right to vote? Unjust Attacks on 2 largest Divisions (330 & 404) with Intention to Destroy Div. 404, New York and 330, Washington D.C. from which most of the active, creative and energetic young members are come, have been the target of intense scrutiny and relentless attacks by the Parent Body in an effort to disrupt and undermine the activities and work which these Divisions have been carrying out. New York Division 404 website the Negro World was unlawfully hacked and attempts made to sabotage the division by trying to influence members against their executive. When this failed, the corrupt Parent Body officials claimed that the division's charter was suspended and declared that the President Tutu was on medical leave. Lies! The disrespect and disregard shown to the offices of 404 Presidents as well as the removal of the 404, 460, 454 webpages from the official website further indicate the Parent Body acts of disharmony & sabotage. Meaningless and unconstitutional expulsions have been executed on very central members of the Division. These are young members who are responsible for the revitalization of the Division, resulting in a very significant growth in membership and activity. They are responsible for establishing links and solid relationships between UNIA-ACL and many African organizations, nationalist, religious, cultural groups as well as the larger African community. Nevertheless, these officers have been misaligned and harassed as well as subjected to unfair and needless hostility and expulsions by the Parent Body. The Parent body has consistently shown utter disrespect and disregard for the office of Div. 404 Presidents. The Negro World online site for news, education and activity information was unlawfully hacked and paralyzed with complacency of some Executive Council members. Furthermore links to the 404 website have been removed from UNIA-ACL website. Attempts have been made to sabotage, neutralize and curb the growth of Div. 404 by influencing some members against the Div. executive and sowing seeds of disunity. Apart from its primary failure to hold constitutional convention as mandated by the 2004 convention; In August of 2004, an issue pertaining to the violation of the 1938 Convention legislation aimed at curbing the misrepresentation or unjust use of the association was brought to the attention of the Parent Body. This issue revolved around UNIA splinter groups and an individual called Linda Morowei, who were running organizations in the name of UNIA but without Charters. The Parent Body failed to act on this issue of great importance and in so doing they violated the legislation of 1938 Convention. As a follow up to the above mentioned issue the UNIA Division in Jamaica requested a letter to settle the issue of the Montego Bay splinter group but the President General instructed the 1st APG not to send a letter because he had contacted the Jamaica Division thereby deeming the letter unnecessary. However this purported contact between the President General and the Jamaican Division never occurred as was verified by that division, but instead the PG gave falsified information regarding his contact or action to settle the splinter group issue. Gross Negligence or Willful Intent to cause the proliferation of splinter groups. Attempt to create disharmony in Jamaica by creating rival divisions. With regards to this issue of the splinter groups, the inactions or actions of the President General and those acting on his behalf, we can only conclude the President General grossly neglected his responsibility of protecting the interests of the organization but rather acted negligently or possibly with willful intent to cause disharmony in Jamaica by allowing the proliferation of splinter groups. Why has the Parent Body attacked the youth of the association instead of nurturing them as Parents should? When the youth are proud of their organization and want to wear their uniform, the PB tells them it’s not sanctioned by them! When the youth want to gather informally to fraternize at their Meetings of the Minds, the PB tells them that it is unlawful because they are not there to monitor them! The youth may be younger but they are not children; they are educated and talented, why not let them fulfill their duty as the vanguard of our nation? 
Why has the First Assistant President General been crucified for showing support for the young members of the Association? Or is he being punished for being elected by the youth, even though he was unaware before hand that they would nominate him as a candidate?
Still the PB has misaligned him saying he is medically unfit, when he is much fitter than many of them. He has been denied the right to carry out his constitutional duties and has been prevented from participating on this Executive Council. This is unconstitutional! The Parent Body will expel whoever is not in favor with the decisions made by the few who wield power. The 1st APG, former officers of Division 330, officers of Division 404 have already been the victims of their unconstitutional axe! Today it is us; tomorrow it may be you, as some have already found out the hard way! This is unconstitutional! Cancellation of Meeting of Minds Forum Manipulation and cancellation of meeting of minds forum was unjustifiable, immoral, counterproductive. The usurpation of the Meeting of Minds Forum is a clear illustration of how far some members of the High Council will go to achieve what they perceive to be absolute control over the association and its membership. They will cancel and destroy any activity which they can manipulate for personal benefits or power preservation. Disrespect and Disregard for the Office of the 1st Assistant President-General. The disrespect and disregard for the office of the 1st APG is clear evidence of the attempt by some members of the Executive to isolate specific targeted members of the body whom they consider a threat to their hidden agenda and manipulative Machiavellian power politics. Attempts to discredit 1st APG by spreading the unfounded rumor that he is unfit and medically unsound to hold office or for that matter be admitted into convention. All this done in a effort to silence the voice of an elected member of office that falls out of favor with several members of the High Council. Unconstitutional Expulsions and the Revoking of Division Charters and Harassment of their Membership. In view of the above mention mis-decisions and misrepresentation of the Executive Council by a few members, it is important to note that the recent expulsions of central and active members from the Association on phony charges and the recent move to revoke Div. 404 Charter are to be ignored or disregarded as they cannot be considered legitimate decisions from the Executive Council because they were executed unconstitutionally by individuals on their personal capacities without a consensus from the Executive Council members. Furthermore the procedures of these expulsions were in complete violation of the UNIA-ACL Constitution and operation procedures. No expulsion can be done without a hearing. No expulsion can be done without a three month suspension. The Constitution states: “Any active member of the association with motives to create disharmony among the officers and members, and disturbing the peaceful and harmonious working of the Association shall for the first offense, be suspended for three months, and upon the second offense be expelled from the association.” All the expulsions were based on false allegations stated as “insubordination, disrespect and misrepresentation”. There was no consensus, knowledge and participation of all the Executive Council members in decision making. Do you know your constitution? You have rights! Defend them! THE BLACKMAN Vol.2
