That's why Rey Mysterio Jr. isn't the World Champion. Usually the wrestler with the most title shots are the ones with the most heat.
Drawing heat for your wrestlers is making them interesting for everyone. Everyone is interested in seeing how your matches turn out. If you want to draw heat to your wrestler you need to start angles and fueds and get noticed.
You can usually get title shots when your wrestlers move up on the card. That means that they have more important matches. Usually cards are divided into the lower card, mid card, and main event. When you make it to the main event you will usually get more title matches.
