Begin by building plenty of scv's. and begin building supply depots immidiately. After you have sufficient funds start going through the tech tree and build a minimum of 12 starports, you would do well to build more. Build 4 armories and upgrade air units fully. Now you can either build lots of wraiths or lots of battle cruisers. Make suer you have researched cloaking and yamato guns respectively. Finally build a defense to your base with missle turrets.
Terran - No Rush
A solid terran strategy under these ciurcumstances is to make lots and lots of fully upgraded goliaths and siege tanks to harrass you enemy with. This can be achieved using the same basic plan as the strategy directly above this one except for building factories instead of starports. You want to have plenty of missle turrets around to prevent air attacks and have a few science vessels with your goliaths to detect enemies. If you wish you can also put all of your goliaths into dropships and deliver direct mail to your enemy's base.
