Note 4: Currently many properties such as lower valued homes in the unincorporated parts of the county do not but they should or services should be cut to maintain a balanced budget.

Note 5.This should not be a factor for approval of construction of a few homes, but a large development should not be approved without plans in place to alleviate the situation with additional roadways.

Note 6. Such residents deserve a voice, but they should not have veto power.
