The Story begins rather abruptly, with Ross' above narrative. T'challa, Nakia and Okoye went for an evening ride, and were stopped by a local gang of thugs, led by one Manuel Ramos. He was the leader of the gang who was making trouble in the area, by selling drugs, inciting acts of violence, etc. After various verbal taunts by those occupying space in the car, T'challa asked them to step out of the car, and lay their weapons upon the ground. After laughing the notion away, the thugs were surprised as T'challa pressed a neural shock inducer upon the car's exterior, knocking the passengers into a fit of agony. As T'challa dragged Ramos' away, he ordered his Dora Milaje to deal with the remaining thugs, but to refrain from killing them, as that violent act was frowned upon in the United States, no matter how just the motive.
Ramos, after charging at T'challa with a blade, and having it shatter against T'challa's Black Panther armour, is promptly dragged up the side of a building by his hair. T'challa marks Ramos with his energy blade and demands that the miscreant assist him in bringing the killer of Tomorrow fund's poster child to justice.
The circumstances surrounding T'challa's return to America are simple. He wishes to ferret the killer of the Tomorrow Fund's child. However, in doing so, he left his country behind at a time when political strife was everywhere. T'challa had set up a refugee camp for those facing political attacks by their own governments. This didn't protect them from attacks made by each other, however. This discord was amplified by the natural split in the Wakandan population, the Tribesman and the City-Dwellers. Both factions hated the refugees who hated them in return, in spite of the fact Wakanda was feeding and clothing them.
It was a time of unrest, to be certain. Which is what makes the timing of the child's death all the more adverse.
After listening to Ross jump back and forth in his retelling of his first night, Nikki, his superior at the Office of the Chief of Protocol, gets so fed up, she just walked out in the middle of his story.
Which is unfortunate...because he was just about to get to the part about the devil knocking on his door.
