The Circle of Eight is a secret cult dedicated to the occult and chaos magic, the first evidence of their existence came from the vision of a fortuneteller S.H.I.E.L.D. had used before. Later, numerous eight-pointed star graffitis were found in the city, including in some crime scenes, the same fortuneteller recognized the patterns from her Circle of Eight visions.
