Since being sentenced for refusing to serve in the Occupied territories on October 28, Yigal Bronner has been picked out for exceptionally harsh treatment. Possibly in "retribution" for his outspoken "Letter to a general" (see below*) Yigal is being subjected to systematic ill-
treatment and humiliation.
Regimental commander Shlomo Yerushalmi decided not to send Yigal to a military jail, as is normal for other reservists sentenced for refusal, instead holding him at a detention camp for conscripts, in contravention of IDF regulations which stipulate very clearly that reservists be held separately from conscripts. He is made to work from 6:00 am to 9:00 pm scrubbing dishes in a kitchen. He is forbidden to speak to any of his fellow prisoners during the whole
day, and is also subject to other petty restrictions: his personal belongings have been impounded, he is forbidden to wear a watch, but is required to wear a hat at all times.
We believe that this systematic harassment is a clear act of vendetta on the part of the regimental commander. Despite the fact that Yigal's treatment is in breach of IDF regulations, appeals to Chief Military Attorney, Brig. Gen. Menachem Finklestein have not borne fruit. We join Yigal's wife Galila, in urging you to send faxes and emails protesting his imprisonment and the abusive conditions he has been subjected to. Faxes are preferable. GENERAL, YOUR TANK IS A POWERFUL VEHICLE
Dear General,
In your letter to me, you wrote that "given the ongoing war in Judea, Samaria and the Gaza Strip, and in view of the military needs," I am called upon to "participate in army operations" in the West Bank.
I am writing to tell you that I do not intend to heed your call.
During the 1980s, Ariel Sharon erected dozens of settler colonies in the heart of the occupied territories, a strategy whose ultimate goal was the subjugation of the Palestinian people and the expropriation of their land. Today, these colonies control nearly half of the occupied
territories and are strangling Palestinian cities and villages as well as obstructing -- if not altogether prohibiting -- the movement of their residents. Sharon is now prime minister, and in the past year he has been
advancing towards the definitive stage of the initiative he began twenty years ago. Indeed, Sharon gave his order to his lackey, the Defense Minister, and from there it trickled down the chain of command.
The Chief of Staff has announced that the Palestinians constitute a cancerous threat and has commanded that chemotherapy be applied against them. The brigadier has imposed curfews without time limits, and the colonel has ordered the destruction of Palestinian fields. The division
commander has placed tanks on the hills between their houses, and has not allowed ambulances to evacuate their wounded. The lieutenant colonel announced that the open-fire regulations have been amended to an indiscriminate order "fire!" The tank commander, in turn, spotted a
number of people and ordered his artilleryman to launch a missile.
I am that artilleryman. I am the small screw in the perfect war machine. I am the last and smallest link in the chain of command. I am supposed to simply follow orders -- to reduce my existence down to stimulus and reaction, to hear the sound of "fire" and pull the trigger,
to bring the overall plan to completion. And I am supposed to do all this with the simplicity and naturalness of a robot, who -- at most -- feels the shaking tremor of the tank as the missile is launched towards the target.
But as Bertolt Brecht wrote:
And indeed, general, whoever you may be-- colonel, brigadier, chief of staff, defense minister, prime minister, or all of the above-- I can think. Perhaps I am not capable of much more than that. I confess that I
am not an especially gifted or courageous soldier; I am not the best shot, and my technical skills are minimal. I am not even very athletic, and my uniform does not sit comfortably on my body. But I am capable of thinking.
I can see where you are leading me. I understand that we will kill, destroy, get hurt and die, and that there is no end in sight. I know that the "ongoing war" of which you speak, will go on and on. I can see that if the "military needs" lead us to lay siege to, hunt down, and starve a
whole people, then something about these "needs" is terribly wrong.
I am therefore forced to disobey your call. I will not pull the trigger.
I do not delude myself, of course. You will shoo me away. You will find another artilleryman -- one who is more obedient and talented than I. There is no dearth of such soldiers. Your tank will continue to roll; a gadfly like me cannot stop a rolling tank, surely not a column of tanks,
and definitely not the entire march of folly. But a gadfly can buzz, annoy, nudge, and at times even bite.
Eventually other artillerymen, drivers, and commanders, who will observe the senseless killings and endless cycle of violence will also begin to think and buzz. We are already hundreds strong. And at the end of the day, our buzzing will turn into a deafening roar, a roar that will echo in
your ears and in those of your children. Our protest will be recorded in the history books, for all generations to see.
So general, before you shoo me away, perhaps you too should begin to think.

This report includes information about the new refusers, an overview on all the refusers currently in jail and a section about possible action. At the moment there are 17 refusers in prison:
1.Avi Ende, a 26 years old pacifist, is starting today (Sunday) a term of 21 days .he was not sent to a military prison, due to lack of space (or so he was told), but to a detention cell in 'Sde Dov' base, 'kanaf 5'. His conditions there are worse than the conditions of other reserve-refusers. (notice the similarity with the case of Igal Bronner, further on).
2. Niv Goldkin, draft resistor, sentenced to 14 days, prison no. 4
3. A, pacifist draft resistor sentenced to 21days, prison no. 4
4. T., in prison No. 4. until recently he was held in the "isolation ward", where conditions and treatment are much worse.
5. Haggai Mater, one of the signatories of the 'seniors group letter' (HASHMINISTIM) , was sentenced to 14 days, prison no.4.
6. Dror Boimel, an activist with Shministim, sentenced to 14 days, prison no.4
7. Yoni Ben Artzi, is now doing his fourth prison term (this time of 28 days) in prison no. 4. he was transferred to "BAHAD 13" military camp, there he is performing minor chores. This is a common practice, and prisinors sent to work in other military institutions usually get a better
treatment there. His prison address remains the same.
8. Uri Ya'acobi, an activist with Shministim, sentenced to 28 days. This is already his fourth term! - prison no.6.
9. Yuni Yehezkel, draft resistor, 21 days.
10. Daphny Yuval, a 23 year old student, OT (occupied territories ) objector, sentenced to 21 days, prison no 6.
11. Greenweld Danny, 28 years old , political objector, sentence 28 days, prison no 6.
12. Yuval Endurn, OT objector, 28 years old , sentenced to 28 days, prison no 6.
13. Avner Anbar, 21 years old , OT objector,sentenced to 21 days, prison no 6.
14. Iga'al Onik, 33 years old , OT objector, sentenced to 35 days, prison no 6
15. Idan Isner , 27 years old ,OT objector, sentenced to 35 days, prison no 6.
16. Salaam Salame, conscientious objector, has been held in detention, from August. He is supposed to go on trial on November 3rd. Sallam is Druze, and this kind of harsh treatment is typical of the way the army treats minorities, as well as new immigrants. Please pay heed and mention his bad treatment in your letters.
17. Yigal Bronner , 28 years old, OT objector, has been sentenced to 28 days. [same as Yesh Gvul message, above]

On Saturday night, Nov. 2, at 7.30 PM - the annual Yitchak Rabin Memorial Rally in Tel-Aviv's Rabin Square. During this rally, we are going to distribute stickers showing
the historic handshake between Rabin and Arafat - to remind those who tend to forget why Rabin was actually murdered.
Also, Gush Shalom together with Bat Shalom, Kvisa Sh'hora and the Women's Peace Coalition, will recreate on the square the "Separation Fence" (Separation Wall is a more
appropriate name) which is being currently built around the West Bank, involving the widespread confiscation of Palestinian fields and olive groves, demolition of houses, etc. Conspicuous signs will themselves form a wall with the text: "The Evil Fence - A Ghetto for Palestinians, a Disaster for Israelis".
N.B.: We meet on Saturday night, Nov. 2, at 6.30 - an hour before the rally opens - near the stairs on the western side of the Rabin Square (the side facing the Ben Gurion Boulevard).

British solicitor instructed to pursue complaints, particularly against Mofaz, on behalf of individual victims and their families represented by LAW and PCHR

Tuesday, 29 October, LAW and PCHR acting on behalf of specific individuals and families in the West Bank and Gaza instructed British human rights solicitor Imran Khan to lodge complaints on behalf of their clients in relation to the perpetration of war crimes and crimes against humanity, in particular naming Shaul Mofaz, former Chief of Staff of the Israeli military as a potential defendant. Imran Khan has been instructed to represent these individuals in the UK. He has instructed the British Palestinian QC Michel Massih as Counsel. The complaints have been lodged in the names of these individual victims and their families. They have not been lodged in the name of any organizations, including the Muslim Association for Britain, contrary to the report in Haaretz this morning.
LAW’s director Shawqi Issa said, “We were made aware that Shaul Mofaz was present in London. So we forwarded to Imran Khan cases on behalf of a variety of individuals and families of victims. The victims and their families are asking for the immediate arrest of Shaul Mofaz before he
leaves the UK, a full investigation, and the ultimate prosecution of Shaun Mofaz and all others responsible for the perpetration of war crimes or crimes against humanity against them or their deceased relatives.”
The complaints cover a broad range of different violations amounting to war crimes and crimes against humanity, including under article 147 of the Fourth Geneva Convention. They include individual wilful killings of
civilians, State assassinations which also amount to willful killings, destruction of homes and agricultural land and crops, and torture – all violations for which Mofaz may be held accountable, in particular during his time as Chief of Staff between 1998 – July 9, 2002.
The claims were lodged with the director of Public Prosecutions of the Crown Prosecution Service (CPS) in the UK. It considered the claim, and yesterday referred it to the Crimes against Humanity division of the British Metropolitan Police for investigation. Together with the Crown Prosecution Service they shall decide whether any action can be taken, including issuing an arrest warrant for Mofaz.
The UK is a high contracting party to the Fourth Geneva Conventions, and as such has specific obligations to search for, investigate and prosecute those responsible for grave breaches under the Convention. LAW’s director, Shawqi Issa stated: “Legally speaking its not possible for the Metropolitan police or CPS or Attorney General to fail to take action. The prima facie evidence warrants a full and immediate investigation and the immediate arrest of Shaul Mofaz.” Issa further emphasized that “These cases should not be subjected to any political processes. The British institutions, namely the Crown Prosecution Service, Police and Attorney General have legal obligations to conduct a
proper and effective investigation, and not tainted by any political considerations. The law should simply be applied equally against Mofaz and other Israelis responsible for war crimes and crimes against humanity as it would be against any other individual.”
These actions have taken place the same time a new bill was tabled 30 October 2002 in the Israeli Knesset seeking to criminalize any assistance rendered by an Israeli citizen to the International Criminal Court. Under the bill, any assistance by an Israeli citizen to the ICC would be punishable by up to ten years' imprisonment. The bill includes a detailed list of proscribed acts, liable to such a punishment, including the provision of any information such as writings, photographs, documents, opinions and reports; the collection, keeping and preparation and transfer of information; holding of investigations and recording of their results. Additionally, any association engaged in any such activities would be liable to be disbanded.

Jenin 30/10/02 - Day 6 of the Invasion
I am writing this during the 4 hour curfew lift - the town has throbbed into life again. There has been 24-hour curfew here since Sunday, enforced by live ammunition (Illegal under the geneva conventions - smoke bombs, teargas, rubber and plastic bullets only) fired from tanks, armoured personel carriers, jeeps, snipers in occupied houses and
soldiers on foot.
Approximately 40 tanks and APCs (numbers vary drastically, some say 20, others 70, I have seen about 15 myself but there is a very full depot, more cluttered with tanks and APCS than Ive ever seen it before, out on the way out to Jalamiya, there's got to be at least 50 there) entered the
city and camp of Jenin 6 days ago in response to the suicide bombing of last saturday, carried out by Jihad Islami activists from Jenin.
Soldiers have taken up sniper positions all around the camp and killed 2 people - a 14-year-old boy, out in the street and a 23 year old man, shot through the heart as he peered out of his window to see what was going on. 8 have been injured - mostly young boys, one shot through the cheek,
another in the neck, and 2 just under the heart - all wounds consistent with attempted asassinations.
Electricty and water supplies were cut to the camp on the first day of entry. Yesterday soldiers detained two water tank drivers and arrested one, bound for the camp. I myself tried to de-arrest him, but he (the driver) said not to worry. He wasblindfolded and taken into an apc. I tried my absolute best, yanking him, pushing the soldier away, getting inbetween, getting into the APC, but maybe it was just inevitable. When water was finally driven into the camp, many people cheered, women did that funny song-bird tongue waggle call of joy, children fell over themselves with plastic jugs and burly men dragged out big oil drums and filled up as much as they could.
6 homes have been demolished in the past 3 days - one was exploded in the camp damaging many near by homes - windows blown in, walls cracked, shaking from the foundations. The sound of the explosion wa sheard all the way in Shoohadda, some 5 km away. We saw 2 being destroyed by a vast
creaking ugly military bulldozer. One was of a woman whose sons were activists - Aqsa i believe. One was killed by a rocket, the other 2 are in jail. She was screaming and wailing and having a breakdown basically as we picked her up in an ambulance - she couldnt walk. She was saying' i
have nothing, i have nothing, they took my sons, now they took my home, i have nothing'. We saw warm coloured wallpaper and pictures and clothes and tables just trashed, just absolutley mangled before our eyes. The IOF needs to give just a 15 minute warning. Many family members are usually too distraught to move quickly and coherently in that time span. Another was the house of my friend - his brother was military leader of Jihad Islami in the West Bank. He's in jail now, the brother, facing 300 years.
Another house was bombed out - the home of the father of one of the suicide bombers. His apartment was just black smouldering rubble and debris. The family was in shock, a little girl had to go to hospital. The other kids were very very nervy and wide eyed and over-chatty and just fucked up. All the kids here are pretty fucked up to larger or lesser degrees and very suicidal. i had to stand infront of a kid screaming 'Shoot me shoot me' and hitting his own chest with both hands as an APC and tank rumbled towards him and his mates all luzzing bricks and rocks and bottles. Kids regularly run towards tanks and apcs here yelling, in
not-yet-broken voices 'ALLAH AKHBAAAAAAR!!!!!'. Full of energy and frustration,and fire, pure fire.
Soldiers have occupied over 30 houses in the camp and city, forcing families of up to 30 into one room, depriving them of food and water and holding guns to their heads when they wish to go to the toilet or another part of the house. The homes are being used as military bases for snipers to shoot from, soldiers to logg and monitor all activity in the area and as temporary jails for arbitrarily arrested men. The mosque in the camp has also been occupied and has almost certainly been descrated inside. Camp residents all chipped in money to renew and restore the mosque after it had been occupied in June and held a big festive celebration marking
its re-opening. During the June occupation, the mosque had been utterly trashed. Grafitti, faeces, urine, and rubbish littered the floor and walls. The same is sure to be the case this time.
Soldiers living in occupied homes have smashed doors and windows and furniture, left faeces, ash, cigarette butts and other bits of rubbish on the floor and have repeatedly declared when asked if food can be deliovered to families held inside, that 'this is Our Home'. They have also stolen money and precious items from people's homes. Tanks tore up a carefully tended garden of one home and troops there stole over $1000 dollars, the life savings of an entire family, keenly putting away money for the grandfather to complete his religious life pilgrimage dreams - to go to Mecca. He will never make it now. People sink a lot of money into making their homes beautiful and cosy and welcoming to the many many guests and family they recieve there. Their homes are everything, its all they have, built up generation after generation from the uniform green
thick canvas tents of 1948 to the sturdy, well cultivated family homes they have today. And dont forget that Arab families are HUGE - average of 10 kids each so the home is central, absoultely vital to everything, personal and cultural.
Over 200 men have been arrested - arbitrarily, including 4 medics - 2 doctors and 2 volunteers, taken from their ambulance in the centre of town, leaving the patient alone, stranded, with a French volunteer. He was eventually driven to safety by the french volunteer. International activists have been working on the ambulances to minimise the racism and hostility of soldiers at checkpoints who detain and sometimes turn back ambulances responding to serious emergency calls such as heartattacks, gunshot wounds, births and scorpion bites.
People as young as 13 (2 known cases) and over the age of 50 have been arrested. (usually those snatched are aged between 16-30). Soldiers occasionaly take the arrestees with them on house to house searchers to act as human shields. Despite soldiers denying this, I myself saw
soldiers shielding behind them when door to homes were being exploded. The IOF (Israeli Occupation Force) regularly use civilians for military purposes. Those arrested are taken to either Jalamy or Salem military
bases. Those who have been returned say they were beaten on the way there, beated at the bases, made to sleep outside in the dirt, cuffed and blindfolded, denied food and water and prohibited from going to the toilet - some for up to three days. Upon release, some where made to walk to Jenin (3 hour walk) cuffed and blindfolded. Some had their IDs stolen (a regular IOF practice). Palestinains moving without IDs can be arrested and jailed at any time. Due to 24 hour curfew here, enforced with live ammunition, they are in danger of being shot on sight.
Due to the curfew, relief and aid agencies have had great trouble meeting peoples most basic needs such as access to food and water. Competant local service providres have been paralysed by the curfew. Yesterday 4 Palestinian Red Crescent Workers, 2 UN workers, a water tank driver and
some of the only bakers in town still able to bake bread for people, were arrested.
There appears to be no coherent military strategy at play here. All the wanted people have left - they left days before the attack in Israel and Sheback and Mosad must know that by now. The behaviour of soldiers is erratic - some are nuts, others you can reason with - but the arrests are
just arbitrary. As the days wear on, it is becoming obvious that it is yet another case of an intensification of the Israeli state's strategy of collective punishment. No water, no food, no education, no medical supplies, no movement, destroying and damaging many homes, mass arrests
and beatings - social strangulation, community spirit breaking.
The soldiers said about 5 days ago that the operation was scheduled to last just 1 week. It is estimated to cost $100k per day to keep them in Jenin. We await tomorrow's events. It will be 1 week since they came here. They have been leaving occupied homes but then reoccupying others so its hard to predict what theyll do.
