Fuyutsuki Kouzou, 58 years old. He is the Vice-commander of NERV. Same as Ikari Gendou, he is a very calm and smart man. He takes charge of everything in NERV when Ikari Gendou is out station. He is introduced by Ikari Gendou and Yui to work for SEELE. As SEELE wants Angels to occur the Third Impact which will cause Human Race disappear from the earth, and so both of them agreed with the views of Yui which is "There is no gain from any dead caused by Angels" and decided to fulfill the last wish of Yui to work secretly against SEELE.

Fuyutsuki is a very well known professor in The University of Kyoto. He met Shinji's mother during the days in university. After the Second Impact occurred, he investigated the occurrence of The Second Impact secretly. He suspects that there are some relation between Ikari Gendou and The Second Impact because Ikari Gendou seems to know the Second Impact will happen and he left the Katsuragi Expedition with his men before the Second Impact occurred. After that, he found out the secret of the gigantic life in Antarctica being locked by some organization during his investigation. He is later showed to a secret underground laboratory by Ikari Gendou and decided to work for SEELE to develop Evangelion Series.
