CONSTITUTION OF THE PENNSYLVANIA
COLLEGIATE MUSIC EDUCATORS
ASSOCIATION
Article I: Name
Section I. This organization shall be known as the Pennsylvania Collegiate Music Educators Association. (PCMEA)
Section 2. The organization shall serve as the collegiate member affiliate of the Pennsylvania Music Educators Association and the Music Educators National Conference.
Article II: Objectives
1. To provide a statewide organization of all students belonging to MENC.
2. To be the official source of collegiate input into the PMEA Executive Council on an annual basis.
3. To provide professional orientation and development for the college student member.
Article III: Membership
Membership to PCMEA is open to every college and university student in the Commonwealth of Pennsylvania who is studying music and has a genuine interest in music education.
Article IV: Officers
Section 1. The officers of the organization shall be a President, Vice-President, Secretary, and six Regional Coordinators.
Section 2. The PCMEA Advisor, in addition to the aforementioned officers, shall comprise the PCMEA Executive Board.
Section 3. The President shall supervise the income and expenses of the organization with the cooperation of the PMEA Executive Secretary-Treasurer.
Section 4. If a vacancy should occur in the office of President, the Vice-President shall assume the duties of that office for the remainder of the term of office. Vacancies in any of the other offices shall be filled by appointment by the President, after consultation with the Advisor.
Article V: Duties of Officers
Section 1. The President shall:
a. preside over all meetings of PCMEA
b. be responsible for all correspondence and business matters
c. supervise the coordination of collegiate-oriented sessions at the PMEA In-Service Conference
d. submit the "PCMEA Article" to the PMEA News Editor
e. have the power to appoint committees when necessary
f. serve as an Ex-Officio member of the PMEA Executive Council when invited by the PMEA President and submit a written report of the organization's activities at this meeting
Section 2. The Vice-President shall:
a. assist the President in fulfilling the duties of the office
b. maintain ongoing communication with the President
c. assume all the duties and responsibilities of the President in his/her absence
Section 3. The Secretary shall:
a. keep minutes at all meetings and submit these minutes to each chapter of PCMEA and to the President and Secretary-Treasurer of PMEA
b. assist the President in communicating with the membership
c. perform other duties as designated by the President
Section 4. The Regional Coordinator shall:
a. serve on the PCMEA Executive Board
b. be responsible for the organization and supervision of regional workshops
c. serve as a communication link between the PCMEA Executive Board and the local chapters in his/her region
Section 5. The Advisor to PCMEA shall:
a. be appointed by the PMEA President
b. be a current MENC chapter advisor to a Pennsylvania MENC chapter
c. serve as an Ex-Officio member of the PMEA Executive Council
d. work with PCMEA officers in planning and implementing student activities
e. act as a liaison between the state executive council, PCMEA, and MENC
Article VI: Election of Officers
Section 1. The Vice-President shall be elected by secret ballot at the annual PCMEA business meeting. The Secretary shall be appointed by the President. 'The Regional Coordinators shall be appointed after consultation with the Advisor.
Section 2. The term of all officers shall last for one year starting June 1. In order to assure continuity of office, the Vice-President will assume the presidency during the following academic year with the approval of the State Advisor.
Section 3. There may be a re-election to any office previously held.
Section 4. Candidates for the office of Vice-President shall be nominated by any, and elected by all PCMEA members in attendance at the Annual Business Meeting.
Section 5. All nominees must be in attendance at the meeting. In order to be elected, a candidate must receive a majority of the votes cast for that office.
Section 6.A student elected for Vice-President must be available for a two year segment. In case the Vice-President is not available to move into the presidency the following year, an open election will be held for President at the Annual Business Meeting. The student elected for the President and the student appointed for Secretary must be available to serve in said office for approximately one year after their election. The same requirements apply as stated in Article VI, Section 4.
Article VII: Meetings
Section 1. The Annual Business Meeting of PCMEA shall be held as a part of the annual PMEA In-Service Conference.
Section 2. Any other meetings, either executive or general, may be called by the President and/or Advisor in order to handle any business that may occur.
Article VIII: Amendments
Section 1. Additions or deletions to this constitution shall be executed by a 2/3 majority approval of the PCMEA general membership in attendance at the Annual PCMEA Business Meeting.
