Haven't used him much, but hey from what I've seen he's worth the download. He's a edit of Rock Howard with a lot of nice aditions. You've gotta check him out, especially if you're into Rock or KOF characters. He'll be worth the download with all the fancy attacks and stuff he's got. He isn't finished as far as I know, but maybe they've finished him. Go check him out, I liked him after the first few uses.
