order scope of work, obtain fair cost estimates, preparation of
negotiating position and conduct negotiations with contractors, finalize
change order contents and prepare change order packages for acceptance and
execution by the Los Angeles County Metropolitan Transportation Authority
(LACMTA). Research technical issues associated with nonconformances and
coordinate with the Contractor and the Engineering Management Consultant
for their timely resolution. Monitor contractor compliance with quality
assurance and quality control requirements. Monitor Construction Inspector
diaries for completeness and conformance to requirements. Maintain pay bid
quantity records and verify contractor pay invoices. Monitor as-built
drawings for timely processing, accuracy and conformance to contract
requirements. Supervise clerical personnel in the preparation, processing
and filing of contract correspondence and administrative documents
including contract closeout.

various systems tests, equipment, documents and files. Monitor all
equipment testing prior to turnover and acceptance, coordinate mechanical
and electrical installation and testing, submit/ review and document field
records and required contractor submittals in support of Resident
Engineers. Develop, edit and process test procedures, communications
procedures and safety certifications, supervise repair activities, and
coordinate/execute fire and emergency management systems tests for LAFD
certification. Systems exposure includes: Automatic train control, fire
and emergency management (F&EM), traction and AC power, supervisory
control and data acquisition (SCADA), radio, telephone, fiber optic and
