It's much easier to get hits from search engines than from banner swap programs. For tools look here in my index.Link exchanges can be helpful if you're building a business, have a minimum of a hundred bucks, and are willing to put at least 20 hours into building banners, (don't be surprised if none of your banners work). Below the are banners that I've tried to get people to my education page. Also, the time of year seems important. Here are the results of 2200 displays of my banner from July - September
Then you have to monitor their success, as well as monitoring anything that your company lets you target.

July, August 1/2% How to Change the World Early Sept. 1% You Gotta See This! Late Sept. 1 1/2% You Gotta See This!(flashing; two frames animated) October 2 1/2% The way banner swaps work is every time someone looks at a page of yours, you get a 1/2 to 3/4 credit towards putting your banner on their page. So depending on the company you choose, if you put someone else's banner on you page, and it gets seen 400 times, your banner may be displayed 200, 250 or 300 times. The remaining displays the comapany sells off to paying advertisers. So if you don't pay, you end up getting seen fewer times than you have to display someone else's ad. In addition, because you have to put someone else's banner on your page it adds maybe 8k of graphics to your page, slowing your load time down, and possibly convincing people not to look at your page. So if you're not willing to pay for advertising, and put in some time, a banner swap program probably isn't for you.
Despite many tries, alot of time spent, and my reputation as a very persuasive activist,my results have been extremely disappointing, and not at all worth the time and expense!
