Fox Kids UK apparently still has the rights to SPC, they have shown episodes as recently as Nov. 2000 (as part of an anime weekend special, and "The Cheese who Stole Christmas" sometimes shows up as part of their holiday programming.

There has been a recent trend by the BBC to show old stuff and Saban shows. So you might do well to write to the BBC and tell them you'd like to see Samurai Pizza Cats.
