Powers: Can manipulate water movements, currents, and tidal cycles, turning a harmless puddle into a raging tempest. She can also create water from her hands. When submerged, she can breathe water like a fish.
History: Brandy is originally from a small harbor town in Maine. Her young childhood was completely unremarkable. Her entire family worked on the sea somehow and she had a deep love for the ocean and sealife.
Life however, decided to throw a curve ball when she was 21 years old. She got a job as a barmaid at the local saloon. Everyday, new sailors would come to town and tell her wonderous tales of life on the sea. One such sailor was a man named JC. That's all she ever knew him by. She was completely smitten by him, and it was mutual. During his short stay, he showered her with gifts. However, he always told her that he was a man of the water, he could never stay ashore too long. Even so, Brandy was very upset when he left.
Life went on it's merry way for the next week or so. Then, a man came to town, announcing that he had killed his shipmate, one JC. Enraged, Brandy somehow summoned the waters to destroy the man who killed her lover. And, amazingly, it worked.
Horrified by what she had done, she fled her tiny harbor town. She went to the big city, Boston. Heartbroken and pennyless, she turned to the world's oldest profession for money. Brandy soon became associated with a Madam named Hester Gray. Madam Hester was a member of the Boston Vice Society, which controlled the prostitution in New England. Through the BVS, Brandy met one Patsy Jeanne Hyatt, the head of the Southern Vice Guild, which was the BVS's equal in the southern US.
Patsy saw great potential in Brandy, and also recognized her as a fellow mutant. Patsy convinced Brandy to join her in her plot to control the world's drug and prostitution rings. Still depressed over the loss of JC, Brandy agreed to assist Patsy, hoping to dull her demons in the process.

Other distinguishing physical features: When Brandy uses her powers, her eyes turn from dark blue to grey, with no pupils. When she swims, she has no visible means of breathing, as her lungs are just naturally adapted for water.
Personality: Brandy is the eternal heart broken maiden, forever mourning the loss of her beloved. She is quiet and a bit standoffish, mostly because she doesn't want to deal with another loss. People often perceive her as mean and heartless, but she trully isn't, she is just complex and has many demons.
**Other: Brandy speaks with a severe New England accent. She also speaks Canadian French. Her most precious possesion is a small silver locket JC gave her before he left. She would protect it with her life. She wears a noose as a belt.
