This dog suffers from UAP (Ununited Anconeal Process) which means that the growth plates of the rear of the elbow didn't fuse properly and caused this 'break' in the joint that you see. The x-ray on the right shows the same elbow after a special surgery was performed to remove the ununited section of bone. This surgery can cost anywhere from $1,200 - $2,500 PER ELBOW.
