Some important testimony against the U.S. Department of Interior proposed regulation for federal recognition of a phony Hawaiian tribe


Below is a list of major testimonies opposing a U.S. Department of Interior proposal to proclaim an administrative regulation to provide federal recognition to a "Native Hawaiian" tribe whenever such a tribe gets created and submits an application to be recognized.

Some individuals or organizations submitted two very different testimonies, because the Department of Interior requested different kinds of comments on two occasions in 2014 and 2015.

In 2014 a preliminary "Advance Notice of Proposed Rulemaking" solicited comments on specific questions which DOI wanted to consider when writing a regulation. Full text of the 2014 ANPRM can be seen at

In 2015 an actual proposed regulation was announced as a "Notice of Proposed Rulemaking" and comments were requested before a final regulation could be proclaimed as law. Full text of the 2015 NPRM can be seen at

** Personal note from Ken Conklin: I am aware of significant testimonies from at least two distinguished attorneys which are not listed below, because they cannot be viewed on the Department of Interior "regulations" webpage.
