THE MAGISTRATE

In each major city and even in some of the smaller ones, there is bound to be a Magic Shop designed to rid adventurers of their ill-gotten cash. The problem for each GM now arises. "Does my city have a shop?" "How many and what kinds of magical items should it have?" "How much should I offer for their items and charge for mine?" "Is it legal in this city?"

OK so it's several problems. Here is a simple solution: The Magistrate.

The Magistrate is a secret society of Wizards with a vast intelligence and trade network. The came together several decades ago when they saw how lucrative (and less dangerous) the magical trade business is. They started small as with all businesses but have managed to expand to every major city and are now branching out to the smaller ones with plans for minor outposts near more profitable villages.

The Magistrate regulates all magical trade and offers handsome protection packages to the mages who maintain the shops. Their main goal seems to make money, in reality they are rigidly regulating what items are available in an effort to keep a balance of power. It also provides them a means to acquire some more unique items without having to scour the world for them.

Each shop is set up with a tailored magical security package and the mage receives vast educational and research benefits. An enchanted chest, similar to a larger version of the Fencing Satchel, is located in each shop. The mage places newly acquired items and cash inside, in return he receives monetary compensation and a regular flow of new stock. This on top of the free flow of information and research assets makes the Magistrate a great deal. What's the catch? The Magistrate regulates the prices and gets first choice of items that come into the store.

The Magistrate establishes shops based upon two criteria: Mana Level and the Size of the area. The Mana Level dictates the amount and quality of goods as well.

Now we know how many items the shop has in stock, what's next? Here is where our friends at the Magistrate created a handy-dandy catalogue (yes more tables!). The sale of these items runs from 85% to 150% of the suggested retail value listed in GURPS Magic Items I. A second catalogue is due out soon based upon the GURPS Magic Items II as soon as the wizards at the Magistrate get around to publishing it. Before you begin to wonder why an item does not appear on this list, it was intentional. Some items are so unique that they should be quested for and the Magistrate most certainly would not allow one of their shops to sell it!
