The last decade of the twentieth century was characterized by a set of profound transformations, social and economic exclusion increased sharply. Policing is close to the political interests and social stability, which has been changed accordingly.
The globalisation of the economy has also facilitated the globalisation of organised crime. Organised crime, such as smuggling, human trafficking, drug trafficking, and money laundering, have become increasingly trans-national and transcend national boarders. To meet these new challenges greater and closer international co-operation is the way forward. The challenges that national police forces face have a lot of commonality. The concept of transnational policing has been given rise to call for international co-operation and multi-layer exchanges of information on recruitment, personnel training, and organisational development. The implication of new technologies for both the Chinese police force and its counterparts in other countries has also had an increasing role to play. It has thus been necessary for the Chinese police force to enhance international co-operation, exchanges, and to expand global participation in order to fully meet these developing challenges. This project has its roots in a synthesis of ideas and questions that developed when I was searching media aspects of international policing exchanges.
In response to the growing interest in Chinese policing that is the key service in a democratic society and an essential feature in determining the character of government, I conducted the project. Although this project is chiefly about Chinese policing, it is the comparative research of policing system. Comparing different policing systems can help us to understand many features of the system which are the product of a unique trajectory of history and culture. The aims and contents of the website were designed to reflect Chinese social and cultural contexts which are linked to policing. And the theoretical framework are based on the previous employment and analysis of numerous scholars and experts in Police studies, as indicated in the references.
