Guido van Rossum wrote an excellent introduction to audio formats, encoding, and other information about sound files on different platforms. FAQ: Audio File Formats. It can be found on ftp.cwi.nl:/pub/audio. This same site also has copies of the SoundExchange (SOX) program for translating files into different audio formats.
